I can easily imagine them both giving a knowing, brooding glare at eachother if ever crossing paths, but probably would engage eachother unless needed. I think the dealbreaker might be that gaz is a loner and Mandy needs someone to cause madness.

The fact that Mandy hangs around with Billy and sometimes Erwin makes me think maybe. The company Mandy keeps makes me think she would not object to Gaz's friendship, but what Gaz thinks of this is another matter entirely.

I can see their friendship mostly consisting of them either playing video games silently or cooperatively seething about things that piss them off.

Mandy is way too bossy and a control freak. Gaz would never let herself get pushed around. Also their personalities are way too samey, there are other girl friends that can bounce off Gaz's character while still sharing her interests.
