The term you're looking for is image macro. Macros are images with superimposed text often included for comedic effect.
While image macros are a type of meme, a single image macro cannot itself be a meme.

Allow me to explain:

"Meme" is not synonymous with "Funny images and jokes". Memes are cultural phenomenon that share images or themes to convey particular messages. There needs to be a series of images with similar themes for a meme to be established. In other words a single image by itself cannot be a meme, but a single image can become a meme so long as it is replicated and modified. Memes not be images, however, and can be sounds, words, and catchphrases as well.
