Luke Cage's costume is the simplest costume to do in all of Marvel comics. It's just a yellow shirt. Doesn't matter what kind of pants he wears. Doesn't even really matter what kind of shirt it is. It could be a t-shirt, a button up, or a muscle shirt. It just needs to be yellow. And they didn't do it.
