You can't make a Thunderbolts movie without introducing the Masters of Evil either alone or as a team. So far all we have is Zemo.

God, that would've been great. Set up all these recurring villains, "kill" their nemeses off in Infinity War and leave the Masters of Evil to pick up the pieces.
