Jonas was never going to be a good father. He refused to make any meaningful sacrifices to give Rusty an appropriate childhood. There's no way Rusty could grow up well adjusted without any peers other than his pet Mexican and surrounded by adults who thought it was acceptable to treat a child like he was an adult. Then when Rusty finally aired his grievances at the behest of his father he was called an ingrate for it.
However Rusty had a chance to break free, when his dad died he could've taken his massive fortune and done anything with his life. Instead he decided to remain in the lifestyle that ruined him and even worse he tried to live up to his father's legend which fucked him up even more.

It's not that easy to just "go ahead and turn yourself around". Especially when you're the son of one of the world's most famous scientists, often looked at as his disappointing heir, have very few redeeming qualities outside of "That famous guy's son", and struggled to develop himself during his college years when he was surrounded by psycho Brock having long, loud sex above him every single night (Further reminding him what a fucking beta he is) and a young Monarch trying to kill him.

Is it a wonder when you're faced with so much failure, you fall back to literally the only skillset you know how to do: going on shitty dangerous family adventures?

This is only scraping the surface of it, Jonas' team was full of legitimate psychos who played incredibly abusive pranks all the time. It would be one thing to play them on themselves, other incredibly powerful, intelligent secret agent adventurer type guys, but The Action Man repeatedly threatened to shoot and once actually stabbed Rusty while he was a little boy, plus when he was a teenager they throw him a party filled with supermodels and hookers and they pantsed him and shot his dick with a shrink ray. Rusty shows lots of signs of being capable, but he's carrying around shitloads of trauma and baggage.
