Legitimately, the 1960s and 1970s. Limited animation on TV was the norm with Hanna Barbera, and Disney almost went bankrupt.
Very few quality animated features were made during the 60s and 70s.

Definately 07-08. It was a period where you could actually argue that cartoons could have very well died if they hadn't picked up in 08 and 09.

Failing that, 60's and 70's and a lot of the 80's were trash for tv animation.

2007 is certainly the worst in recent history, but I'm sure if you go back to Hanna Barbera days you can find darker times.
