Jack is vastly more skilled, but Jack's sword cannot harm good or innocent people. Guts is a mercenary thug, but he does actually hide a heart in there somewhere, and his quest is just, so who knows what the sword would do to him.

Regardless, Jack is far, far more likely to team up with Guts.
