It was definitely the strongest sketch out of their variety show. If animaniacs had been 90% Yakko Wakko and Dot, I might disagree, but it ain't.

honestly I didn't feel how much PEB sucked until Histeria and basically the death of kids WB. Then I looked back and was like 'oh yeah.. that.. was terrible'

That really was dire in hindsight, but at the time I didn't mind at all. the shenanigans they had to go through just made it feel more real.
for me it was when they up and replaced the entire core cast including zordon and alpha in Turbo. I was like fuck this. then IN SPACE came out and i just laughed and mourned. little did i know it apparently got better at that point.
