Basically, Marvel wants this to be 'grey'. But the context they've set up makes the mutants 150% right, and the Inhuman royal family are basically monstrous supervillains. The only way Marvel can come close to painting a morally grey situation is to make the X-Men behave as dickish as possible, and even then, the sheer logical fact of their moral superiority still makes the Inhumans impossible to empathize with.

If I were an entirely new reader with no knowledge of Black Bolt's good past stories, I'd have shed no tears over Havoc just icing him while he was in that tank. Hell, I'd probably have applauded.

The writers seem to be running on the idea that the Inhumans were fine with it killing mutants (their "help" was flying around in one ship and evacuating anyone with the m-gene in the way of the cloud). M-Pox was definitely a thing that people knew about, but the royal family didn't seem to really give a shit. They gave Beast resources to research a cure, then privately starting making contingency plans if no cure would be found. It is only with the knowledge that the cloud is going to dissipate into the atmosphere permanently that the x-men decided to fight. The royal family, as far as we know, are not aware of this, but the nuhmans with Forge now are.
