He's a kid with no curiosity and it frustrates the audience how few questions he asks.

Most of his strategy involves him shouting, "NOOOOOO! STOP! PLEASE!".

He ends up solving way too many problems without the use of defensive magic, which is boring as shit in a show about MAGIC.

His own internal logic is confusing (Lapis and Lars are great! But fuck Jasper and Kevin!). It's fine to have a bias, but it's only challenging for the character if someone calls him out on it. Otherwise it just seems like the writers, not Steven, are playing favorites.

Too often his character build up boils down to: Harmless thing happening --> Wow fun! --> Suddenly the heel turn --> Steven shouts, vents, and gives a speech

When you have a character give a speech every fucking episode and those episodes are 11 minutes long, it gets tiresome real fast.

The only time he's interesting is when he uses magic or has a bad attitude at the moment. Otherwise, he's a severely watered down version of Wander or Aladdin.

Because he has no personality besides being a plot device. It's as if the writers wrote a mature adult person into a kid's body but forgot how the brain and personality actually work in preteens. Like asking questions, not just going along with things, not taking orders, and actually getting mad and staying that way for longer than one episode. The only time he ever breaks from that is if the plot demands it.

He's annoying because besides being fat and liking 'immature' things ie. Cookiecat & video games, he's a friggin Mary Stu. Any kind of conflict that does pop up he never takes, or can't take, responsibility for because it's determined to be Rose's fault instead. The gems, having lived for thousands of years and rely mostly on logic, have more character flaws than Steven.

Because he was raised by three aliens who barely grasp human emotions and occasionally a father who has neither goals nor aspirations. He was kept out of the school system and never learned how to properly socialize with human beings other than a select handful of washouts like his father who are stuck in a summer vacation town all year round.

Factor in his massive anxiety about who his mother actually was and his anxiety over being the only one of his kind and the picture becomes clearer. He is too open. Too honest. It comes off as a show. Like he's embracing whatever shallow human values he's managed to glean from the television as a way to make up for his alien heritage but he has no idea that most people filter themselves to a degree not because they are afraid of not being accepted by the people around them but because nobody wants to deal with the troubles of random strangers all the goddamn time.

Steven doesn't know what he is. He doesn't know how that's going to affect his future. He's never going to have an opportunity to live normal life. Even if Rose burst out of him like a Xenomorph, healed his wounds and left him without a gem he'd still be an outsider because he was essentially raised by a crazy cult! He doesn't know if he'll grow up. He doesn't know if he'll grow old. He doesn't know what would happen if he tried to start a family of his own. He doesn't even know if gem/fusion hybrids are a real things since his mother could manipulate life! He doesn't even know if he's any different from the damn watermelons or the animated pumpkin he created. Nobody knows! Nobody has tried! For all anybody knows Rose is the only gem in existence who could every hybridize with a human because of her unique healing/life manipulation powers!

That's why he comes off as an autist. He desperately wants to be human but that means having human connections. Connections that have been denied to him by his 'family' and his own nature.

Every single one of the Gems was a danger, but Peri was given a second chance and he didn't even try to poof Lapis to control her. That thought never occurred to him. Just like the thought of trying to spit on Jasper's gem.

Try to defend sloppy writing all you want, the writers haphazardly put characters in and out of a box whenever they need to be pulled out. There's a reason they stuck Peri and Lapis into a barn rather than letting them live in the house.
