There really aren't any, Cyberpunk is a severely underappreciated genre in the west.
Ask /a/, there's a decent handful of cyberpunk anime out there.

There's some cyberpunk elements, but overall you're right.
That said, it drew a lot of inspiration from cyberpunk influences, and a lot of newer cyberpunk stuff draws inspiration from it.

If your looking for an English - friendly cyberpunk then I suggest Ergo Proxy. It has the downright best OP and Ending I've seen in the last few years. (The outro is a radio head song). It's pretty hard to understand and is practically a new show on the rewatch. Save it for a rainy day or something because it's well worth your time for the atmosphere alone.

I assume you've already read Neuromancer? If not, do it, it's pretty dope. As far as animations, there aren't really any. Aeon Flux maybe, but that has its own issues. /a/ has a few but it's still slim pickins (Ghost in the Shell is a standout and there are some other good ones, but there's some god awful ones too).
However, there's a ton of manga and a good bit of western comics in that setting.
There's also some good webcomics in that area, but the problem there is that it takes forever for them to come out (like a page or two a week, 3-4 if you're lucky). Check taptastic (that's how I find new webcomics, i dunno if there's a better place).

Psycho Pass- cyberpunk setting but pretty dull show, interesting premise but does nothing with it, becomes a standard cop show/detective-criminal rivalry. (6/10)
Ergo Proxy- haven't seen it but looks decent, probably a solid 7
Ghost in the shell- tv series, movies, ovas, blah blah blah. all worth watching, really fantastic series. (~8-9/10)
Technoxlyzesldifh(sp?)- i dunno, but it looks cyberpunky
Denno Coil (sp?)- i dunno, looks good I guess
Serial Experiments Lain- super cool show, worth a few watches (8/10)
