Even in the 90's, when lazy art reigned supreme, Spider-Man flashbacks tended to be the penciller recreating the original panel instead of just reusing art. For that line at least, copypaste didn't REALLY take off until 95 or 6, when Photoshop-heavy comics were the backbone of the Clone Saga.

It's not a flashback, it's a simultaneous event and that's the framing device to let you know it is. Hence why everything else on the page, also happening at the same time as the first isn't copied. it doesn't need to be.
