Not necessarily, this only come about when a negative response to the outgroup has been conditioned, the actual natural reaction to outgroups is curiosity.

That the slavery and slaughter of anyone is acceptable, as doing so requires the killer have the might to do so, and therefore, the right.

So, if someone murdered your entire family before your very eyes, then raped you violently, and managed to avoid the law after doing so, they would be perfectly justified in what they did, as the mere fact of their capacity to do so means they are allowed to.

On a less personal example, if the Jews are mighty and cunning enough to take over the world from the shadows, then by your logic it's perfectly alright for them to do as they please, correct?
