99% of Family Guy's budget is on the licensed music and full orchestra soundtrack. Every so often they dip into that 1% for something else.
On the season 4 commentary (the comeback season) Seth talks about how much time was saved when they started using CGI. Whenever you see the background moving it's all 3D models, even the people. Good example is Crippletron

CGI is expensive when you're doing highly complex physics and light simulations and particles and multiple rendering passes on hundreds of thousands of objects and millions of surfaces.
Family Guy's CGI can be done on a single home PC.

CGI is a good long-term investment of both money and time when used for simple jobs like Family Guy. A lot of things can be easily re-used or modified for later episodes.
