They probably spend about 1/50th of their budget on the show itself, so every now and then they can afford to toss an extra 5/50th of their budget into it.

On the season 4 commentary (the comeback season) Seth talks about how much time was saved when they started using CGI. Whenever you see the background moving it's all 3D models, even the people. Good example is Crippletron
