Juggernaut SHOULD be unbeatable in a contest of strength. If his power is that he can't be stopped once he gains momentum, then literally every punch would have infinite force. His power is fucking the laws of motion in the butthole.

Regarding Sentry controversy ITT:

Nobody knows how his powers work, or why the fuck he's that powerful and yet managed to lose several times, but the most probable explanation is: YES he is a reality warper, only his fractured psyche doesn't realize it, so he sees limits to his power - they vary, because he's so unstable - and thus his """""power-level""""" ranges from Thanos-tier-cosmic-anomaly levels of 2000 mini and Uncanny Avengers run to generic flying brick with an autistic rage mode.

The World War Hulk version was depicted as one of the weakest, besides he just wanted to beat somebody up and lose some tension. He went too far, lost control and let Hulk punch him enough to get KO'd (look at the panels, he's just slapping Hulk with open palms and taking punches), which constitutes a very poor showing for Sentry, yet a tremendous feat for Hulk.

Still the best explanation in (((current year))) is that characters' powers vary depending on how powerful they are needed for plot.
