Honestly, I kind of liked it when it seemed Joker did like her, at least enough that when she impressed him, his heart was aflutter. Him going to just not caring at all (at least in some instances where she's just a tool to him) just seemed like they were trying too hard to say "he's a monster, hate him" when there's plenty of ways to make a villain hated without just removing everything that makes them human. He could still be a bastard, but able to occasionally show affection, so long as Harley didn't cross certain lines, like trying to kill the Bat.

Lesbian cheesecake appeal aside, I think that Ivy and Joker both having their own unique relationship with Harley works.
Ivy's not usually one to make friends, Harley is by far the most simple-minded, happy-go-lucky of the BTAS rogues and if she's willing to tolerate the Joker, she's also probably the one person who can tolerate Ivy's unpleasant attitude. Ivy has no one else she regularly interacts with, other than Batman, and that card can only get played so often.
It also allows writers to distinguish modern Joker and modern Ivy - the former wants to kill everyone in the world, the latter wants to kill everyone in the world except Harley. As shitty a person as she is, Ivy still has that sliver of empathy in her. I don't cotton to the push of Harley & Ivy towards being anti-heroines, but having them be villain-protagonists in lesbians is hardly outrageous or anything new. Otherwise, you're just sorta left with an Ivy who hates everyone, except children, maybe, depending on the writer.
Ideally I'd like to see Harley interact with both characters more often, as well as others. She works as a supporting character/comic relief for anyone, really, just not so much as an MC hero with her own supporting cast.
