Laura and Carol are the only real legacy characters here. Kate too but I don't even know why is Clint not Hawkeye anymore.

Everyone else just came about with the intention to replace the characters with no rhyme or reason scept to shake things up. They were either created to replace the characters (Riri, Sam) or just shoved into the title because reasons (Cho and Jane)

Jean is just Jean but younger, Miles did have a set up as a character but it doesn't matter because that was in another universe that exist no more and Kamala did take a mantel, but because no one was wearing it.

So at the end, this is nowhere near like Robin or Kid Flash in term of legacy build up. So instead of being character progression, is like having a painting that has been made for generations and deciding to star over with a new canvas and expect to make a new painting just as good as the old one.
