It would be pretty dumb. There are those that say the game has so many "pairs" already so why not a pair of ice chars alluding to ST/Ivy and Cheetah/Catwoman. But those people are casuals who don't get that those characters all have different abilities from one another. Freeze and Cold just use their Freeze/Cold guns. The biggest difference would be Freeze's suit gives him more strength than Cold but that would be a bullshit reason to waste a whole slot on Freeze.

It's a mix of knowing highly requested characters, characters Boon put in polls, and wishful thinking. We're likely going to get one guest character per pack to that leaves (hopefully) six slots open for actual DC characters. Starfire, Constantine, and Manta were all in a poll the same way BB, Doctor Fate, and Cold were. Red Hood is every casuals favorite so that's another slot. So that gives us:

Well what choice do they have? Any pick that would appease comic fans would only appeal to a small subset of an already small audience. The same people who might want Etrigan might not want Booster Gold or vice versa and that applies to dozens of potential characters. But on the flipside by appealing to the normie audience they please a whole bunch of people who are far less picky in addition to the comic fans who aren't butthurt about characters being popular outside of their little secret club. He had no continued relevance or popularity in the DC Universe and now he's only brought up because you have a casual audience unfamiliar with anything that isn't Batman, Teen Titans and Justice League.
