I disagree. Beastman he may not be the sharpest tool, but he can controll all the other beasts of the land, and Mer-Man is awesome, since he doesn't only controll marine life, but he had also hydrokinetic abilities.

No, no Beastman always had the mind controll upon the beasts. I believe that it was the reason of why he need Beastman, even if he wasn't the smartest guy in the town. Only the dragons Beastman couldn't controll.
The same with Mer-Man. Always he had the ability to controll marine life. The hydrokinetic abilities have been added few years ago in the DC comics. But since he was a king, he didn't like to take orders from Skeletor.
