Public defenders are like the EMTs of the legal profession, dealing with all sorts of fucked up trainwrecks. But prosecutors are funded by the state, and some states really skimp on their funding too. This, of course is NYC, so none of that here.

But more realisitcally a bunch of public defender work is on a volunteer basis. You would have some serious legal firepower jumping at the chance for this case.

Black children are automatically interpreted as several years older than they actually are so they get treated as such by law enforcement. Banks are absolutely an institution of The System, they're part of The Man. Plus, most banks are pretty much empty by early evening ("Banking Hours" being such a thing that it's part of the vernacular), so it was a safer target (in terms of not wanting to hurt people) than a police station or a courthouse (which both have a lot of people working well into the night) or whatever.

In my country one branch of segregation was tied to economic enforcement. So the wealthy business owners and banks would get literally together to conspire about how best to take down any uppity negroes with the banks in particular being the enforcement arm holding a nuclear option. They were known colloquially as The Forty Thieves.
As in the US, land ownership was tied to voting rights and general stability for the black population. Everyone had a mortgage in an attempt to get said voting rights and general stability. This meant that the bank could call in the mortgage at any time and yoink everything you worked for from you for your whole life if you or members of your family(extended) got uppity. This was also true in the US but far more effective where I'm from since I'm in a small island nation while in the US you could at least skip town. This was so effective that the initial protests/boycotts of the civil rights movement were all organized anonymously like they being hunted by the gestapo.It was so effective that one of the prominent civil rights leaders was a wealthy immigrant doctor specifically because he was one of the only people that couldn't get fucked over by the current system for rebelling. He could just leave anytime he wanted and be done since he had no family for them to go after.
Now in the US their solution was to make their own banks/towns which worked out nicely until whites got mad at negros being successful and traditionally riot/genocide the entire town into dust. Banks still unfairly treat black people when it comes to loans/etc. So a bank doesn't mean the same thing to a black person as to a white person. To a black person, a bank is one of many things that have legitimately been out to get them for centuries. So it makes a nice target not as full of people that will shoot him to death for existing.

3. The original Americop turns out to be alive and shows up with She-Hulk in toe to sue the guy who stole his gimmick and reveal Jamie has been brainwashed into becoming the new Americops.

4. We get a "Oh no.... We Drew Judge Synder" moment with the Judge, who is blatently racist and doesn't even try and hide the fact that he hates Sam Wilson.

5. Firestar and Justice doing the whole "Mecha-Sheeva" bit from Venture Brothers, complete with Rage yelling at them just like Monarch did Hank and Dean ("I held my tongue when Vance said he could read Sumarian but Mecha-Shiva? LIARS!!!!")

6. Rich Rider revealing himself to the world being upstaged by the reveal that Americop and Jamie Maddrox are alive.

7. Rage finding himself driven to madness by SJW/BLM types protesting for him at his trial, causing to snap and scream "HITLER DID NOTHING WRONG!!!!!" and other shock statements, simply because he desperately wants to go to jail to make his point and ends up getting convicted, not because he's black but because he said Hitler did nothing wrong.
