Why is it that kids' cartoons have to rely so much on toy

The price a slot for an advert is sold for is determined by the average/mean amount of viewers for that kind of program at that particular time, and increases and decreases based on what is being shown at the same time on other networks.

The more popular something is and the closer to "prime time" it is, the more it makes from advertisements.

Networks prefer longer episodes at prime time as this incentives more viewers to stay on their channel at prime time, when the most people are watching.

Live Action shows tend to be longer than cartoons also allowes for more advert breaks.

There is also a not inconsiderable amount of licensed non-toy merchandise for live action shows.

Combine that with the fact that most people still consider animation to be "for children" even allowing for the existence of adult animation as comedic, it just is not as popular unless its something like a Disney/Pixar theatrical release movie.

For animated films it makes more sense since they usually advertise those names a lot, but not for a animated show.

I think this is a weird comparison considering Hannah Montana aired in a time where Disney only had commercials of their own movies and programming. And the show survived based on merchandise sales with the CDs and shit still so it's still basically the same as a cartoon.
