College. But he didn't actually leave Batman to go to the original Titans, it was a side-gig. Then later after he had been to college, he was just out having solo adventures more. It made more sense in the comics because Robin changed into Nightwing partly through the Titans run the cartoon took inspiration from.

I think it was less that he wanted to be in charge and more of the TT version of Robin's perfectionist mentality kicking in, wanting to be able to stand on his own outside of Batman's shadow, so he struck out on his own in order to be better at crime fighting.
