I always felt that the heroes decision to stay out of eachothers turf until things really went to shits was something that would be fairly easy to address. It could easily be explained that its to stop a series of escalations with villains.

If heroes always team up, then the logical conclusion is for the villains to team up. By keeping each hero and their villains as 1v1 battles, it gives the illusion that the villains have a chance.

Plus it makes the villains focus upon the hero, and incentives the villains to keep the slaughter to a minimum, lest it draw in overwhelming firepower from the league. The only villains willing to go against that are Darkseid tier badasses who are already League level threats.

At least, thats how I would explain it.
