I always hated Batroc, until I read his oneshot special. Batroc has one job in the universe, and he does it very very well. He can keep Captain America busy, for like two minutes. Yep, the Presence showed up a few times in the Lucifer solo series, and possibly in Hellblazer but it was purposefully ambiguous. Lucifer was in the Vertigo universe, but that world always kind of melded into titles of DC proper (through Sandman and Swamp Thing). Not him but he's right, it's edgy because that was Johns and Johns likes establishing someone as serious via judicious use of shock value gore i.e. Black Adam pushing Psycho-Pirate's mask through his head or Joker graphically burning off Alexander Luthor's face with acid, everything with Superboy-Prime, basically the entirety of Infinite Crisis in general. Or most of Blackest Night, especially Gehenna's death.

The scene could've just as easily worked with Manta flipping out but not actually killing the people, running off and then coming up out of the water but Johns just cannot help himself because he just has to establish that Manta is dangerous and the only way he knows how to do that is by having him graphically murder a shop full of people with blood and dead bodies all over the place.

There have been a number of versions of him. From the goofy with boomerang powers to some bad ass ex-special forces goon who sometimes uses a boomerang.

I really want to see a mix of those. Something like him starting as normal bad ass ex-military questionable morals, that got boomerang powers. No one respects 'Dude with an assault rifle and no theme', that's how you get thought of as a bit player and a a goon. Some showmanship gets your name out there, gets you hired for the big jobs with the big dosh.

But then, I'm a Shadowrun player so I'm a bit of a sucker for some weird gimmicks in an otherwise very competent person. The two terms that get tossed about in that game are Black Trenchcoat (Operators Operating Operationally) and Pink Mohawk (Crash the APC through the front door have the troll with face tattoos head out with a minigun.). Between them is what I concider my golden point for both that game and Comics. Pink Trenchcoat. Yes, that man has a boomerang grenade. That doesn't make him any less of a scary, competent guy when he's on point.

And yeah, his JLU appearance is great. I mean, that hat is great and it's got style and class. That's the sort of guy I'd call 'Captain Boomerang' not 'Boomerang Man'

This is the problem that happens when you have a character with a very specific idea to them be carried on by dozens of other writers over the years. Unless if the idea is incredibly literal and directly affects very action of a hero or villain, Daredevil being the best example, That original concept is most commonly lost or absorbed into the identity of that character. And if you do dare to make a dramatic change that redefines a core concept, it's either completely forgotten or ignored by whoever comes next in favor for the status quo

That picture is of Lucifer from Gaiman's Sandman, and his related solo series by Mike Carey. With Synergy from the TV show, Vertigo launched a sequel series, that has managed to get literally every aspect of the character wrong.
