This was riiight as Power Girl was finally being allowed to be considered Kryptonian again. After spending a decade+ bouncing around with a different origin and costume, she was going back to her classic look/character. However, the DCAU guys probably where either not completely aware of this, or it was too early on in production, so they just took PG as a semi-forgotten character they could put their own spin on.

at somepoint once youve got the game started and some girls unlocked along with the legion lair you should be able to click the cloning lab and get a message about needing parts. once youve collected i think 3 or 4 parts the lab will finish. itll be useless for a few days and when you go in again youl learn you need some ready to use cloning material, this will lead to another heist. once completed youll be able to use the sample in the first tube. it takes awhile and you have to check in once every 5 days; game says it might fail if you dont watch it, but i doubt its implemented. after 3 visible changes shell be ready soon.

Assuming you have the newest version?

Early in the game, clicking on the "cloning" option in the lab will cause Lex to say that "I might do something about that later". Later on, and I don't know what the trigger is, clicking on the option will instead cause Lex to go through all of his old projects, and discover an old, failed, Superman clone inside a tube. This inspires Lex, and opens up a new heist. You only have do do it twice, unfortunately, it has a really high chance of turning up "miscellaneous parts" which are worthless. Eventually, you'll get all the stuff Lex needs, and you can start cloning. Galatea is available from the start, but takes 30 days to gestate.

Well that's not literally what it says but most the Girls have it so there are random days you can't interact with them like Harley and Mercy will just be out of their rooms and the most annoying is Tala will just be floating right in front of you teasing you with an upskirt. But in the case of actively captive girls it's just "They're ignoring you so you leave".
And it's just random there's no visible obedience/affinity mechanic or anything like that.
