I too preferred the 00s version.

I remember there was a huge outrage, people pointed out that she was dressing as a slut, and then DC gave her longer miniskirt and biker shorts.

Even the "fixed" version wasn't overly modest. It mostly just that they started drawing her costume like actual clothes which is of course more what you want over that shit Turner was doing.

But the OP version is mostly the fault of bad art. On model her Rebirth skirt is supposed to be the same length as pre-Flashpoint but they draw it too inconsistently and the high boots throw off perspective. Honestly overall they needed to put on someone kind of cutesy house style (Lupa was perfect but she can't keep to a monthly schedule apparently) or someone heavily stylized on the book.

Until, allegedly according to Loeb’s forward to the trade, DC’s Editor-In-Chief Dan DiDio noticed the Modern Supergirl’s rather convoluted origin on an amusement park placard, and decided it was time to bring back the classic Supergirl. Or it could just be another part of the movement in DC in the 2000s to bring back characters seemingly killed off or changed forever with their replacements doing a bang-up job in their stead (Green Arrow Oliver Queen, Green Lantern Hal Jordan, Flash Barry Allen).

Didio had nothing to do with this. He didn't get promoted to Executive Editor until around the time of 52/OYL. Until then it was mostly on Loeb's own initiative and he apparently fucking hated many of the elements of post-Crisis Superman to the point that his run on the book was to retcon the entire Dystopian Krypton created by Byrne (unfortunately he got retconned himself later on when he left the book). Because of the runaway success of S/B under Loeb he used it as a vehicle to resolve the President Luthor story then running in the Superbooks, then resurrected Supergirl from the dead after nearly two decades since CoiE and was about to resurrect the pre-crisis LoSH before IC occurred and Johns himself decided to do it anyways.
