Everyone knew Nancy was having an affair (aside from Dale and Peggy), so I'm going to take a shot in the dark that Nancy's unfaithfulness was a major turn-off after Lenore left him. Peggy has stayed with Hank since high school, and that is super hot for Bill.

Plus, if he does get with Peggy it will make him the "other man" to Hank. In a way it allows Bill to put himself above his idol.
