We solved this stuff over on /tg/.
The winner of any powerlevel fight, especially if it's a many vs many, is going to be Carmen Sandiego. She can steal literally anything, (meaning the Mask is no trouble at all) even non-physical things like the international date line, or the steps to the Tango. She once had her henchman steal the entire Milky Way galaxy out from under the contestants on her game show.
Her only weakness is having a group of plucky kids go an an edutainment adventure, at the end of which they can recover whatever she stole. But she can escape from any prison, and nobody can stop her from stealing things in the first place.

Think about what it would be like to face her after she stole Batman's ability to plan, Flash's speed force, and the Mask's mask.
