Well because Robot's mind is in his CPU, he'll never be truly organic. His organic body dying would only power down his chip until it's popped into a new body and destroying the chip itself wouldn't count as an organic death.

Kat would have to make a whole new entity with a brain for it to be completely organic. Meaning Robot will never be the 'chosen' to be wholly made flesh. Even if Kat could copy his mind over to the brain, it's going to be a Soma situation where the old Robot is left behind.
