I think it's slightly more likely that it was Lotor. But I wouldn't rule out that it was the lone female Galra in the series thus far, and thus more than likely Keith's Galra mother.

However given the relationship they plan to foster between Keith and Lotor, starting them off as unlikely allies that don't know one another's identities seems like a fairly standard move. Also, the fact that they kept the mask on the entire time leads me to believe that it's a character that we'd recognize. You don't usually hide someone's face if no one is going to know who they are anyway.

But once again, given the lack of Galra females and the only one specifically mentioned being Keith's mother, there's an argument for that too.

Lotor should be pretty and a bit fabulous, maybe even somewhat flirtatious, but you should get the impression that it's a front.
He plays a buffoon so it's disarming to see him straight up vaporize a dissident or glass a planet to flush out Voltron.
Also, it'd be awesome to see him focus less on overpowering Voltron and instead knuckle down and turn all their victories to ash.
Every planet they saved? Reconquered, but even worse this time around.
Everyone they've helped? Captured and locked up in pain amplifiers.
A restaurant they visited? Given abysmal reviews and shut down by health inspectors.

All while he's 'breaking the news' to the Galra public about all the horrors committed (by him) by a rogue agent of a long-defeated enemy, dead set on the upheaval of every value the Galra and their subjects hold dear.
Nowhere would be safe for the Paladins; everywhere they go they're met with terror or outright hostility. Misinformation weaponized against them as they face a now entirely hostile universe.
And all this would come right when the Paladins have suffered a major loss and reliant on a relatively inexperienced pilot and leader (Allura, because if you think Keith's fit to lead anything other than a cheer squad, you've been blinded by that boipucci)

Lotor would barely ever need to directly attack, just a handful of times would be enough to wear them down now that they've been demoralized and villified by the known universe.
