Legally probably nobody. Most jurisdictions, in the absence of hard and fast rules for a particular private crossing, would contend that nobody was at fault until threats were made (and then it's the person who threatens first).

Aside from the legal situation, whichever of them a) moved slower or b) entered the crossing second or c) any combination of factors a+b that would cause one of them to unreasonably delay the other. Being asked to go back isn't being delayed unreasonably if you're already slow moving or the other guy needs to move a far shorter distance/can cross a longer distance in a shorter time.

Since none of that was adequately covered, neither of them is in the wrong. They're just assholes.

I actually liked that he was good enough to easily wreck those 2 robot guards.

The thing about JACK is that it is difficult to judge the skill of his oponents using him as a reference, because he destroy elite characters like they were common mooks, and people who last more than some minutes are basically fucking amazing fighters for everybody else.
