Yes, it's always been Looney Tunes. Every cartoon from the '30s and '40s all were trying to ape the success of Silly Symphonies, hence Merrie Melodies, Looney Tunes, Happy Harmonies, Screen Songs, etc.

Merrie Melodies was originally a series where they reused songs that Warner Bros owned the rights to and every short was centred around a song. Looney Tunes was the cheaper series but developed such popular characters it eventually became the WBs main cartoon series.

The term Toon was popularised by Roger Rabbit and used for Spielbergs series 'Tiny Toons', which is why people get it confused.
