The original concept was that Jimmy was a kid who died and accidentally got sent to Hell.

The show just got re-tooled at some point to be kid friendly (Hell = Miseryville) but kept a lot of that original concept for some reason.

Like, Helouise's forehead scar is from her original concept as a serial killer who got gunned down by the police.
