Anime doesn't look good because of money, most shows (except for the rare Kill la Kill or Mob Psycho 100) cut corners all over the place. Anime looks good because there's a high standard for base art and because the artists know how to be economic with what they put effort into rather than blowing their super special guest artist on 2-3 seconds of throwaway training footage for fuck's sake Steven Universe.

Even assuming unlimited time and budget, smooth traditional animation would largely be wasted on the general audience.
There are things outside of increasing frame rate to improve cartoon visuals without raising costs as much. Breaking out of 3/4 stage view would be a start.
