You can't claim Dr. Light is responsible for all the conflicts in the Megaman games when someone illegally breaks into his lab, steals and reprogams the Robot Masters, and then lets them carry out a reign of terror. Dr. Wily stole other people's tech in nearly half of the games; in the other games he built all those robots himself. It's always been entirely his fault the bad things happened, even if Light first produced the means for it.

(Sure, Light is at fault with allowing Protoman to have full autonomy, but this all started when some shithead stole his tech while he was in the process of trying to correct that issue.)
