Someone is using topside jarring tech, hosting an escapist world for the volunteers in some kind of virtual reality set up of life before the war.
They get a beautiful waking dream, others get one less mouth to feed and bacon with their beans.

Matches the theme of people taking any escape from their horrible reality, and other themes of those not able to adjust to their new forms.
