He probably did. The only thing that can harm Aku is the sword, forged from righteousness. The guardian may be stronger than Jack, but he has no way of fighting aku.

I don't think the sword ever had any worthiness clause in using it. Aku stole it once and its only restriction was that it could not harm those with pure heart. My guess, more likely it was lost or stolen or destroyed, so without a way to kill Aku, Jack focuses on helping people in this time, which is when his father calls him out.
