You need a rough pilot these days. Find a student at your local university to help you.
It depends on what you're pitching and who you're putching to, but nowadays the standard is to create a pitch bible.
It includes a logline, synopsis, brief character descriptions, a quick rundown of the first episodes (or the whole first season) and plenty of eye-catching art to go along with it.
The reason is that networks aint welling to invest in a show that may or may not be promising. They want something that they can see becoming a hit just by looking at it.
There are lots of guides and advices online on how to prepare one, but I'll you now - its better to collaborate with someone else, ie an artist, cause it takes time to make one.

Also depends on whoever buys you the idea and what the contract stipulates. Not everyone's gonna try to screw you over, but just in case make sure to at least consult a lawyer before signing anything.
