Disney is wanting to make a block of new episodes of their shows. Billy Dilley was probably what caused most of the delay since it would have entered production well after the shows that were already airing.

Of course it's also possible that they didn't have all that many episodes banked for Milo as well.

When I think about it, I don't think Disney XD even makes promos with new material with Milo anymore since Rooting for the Enemy.
