In the pilot they seemed to be an adversary of sorts and Warden while insane seemed to atleast be a sort of mad mastermind. Afterwards he just sort of became an oblivious manchild but I think he acknowledged the twins a few times.

they're the lesser of their family who moved to earth and took super jail as their own personal playground and seemingly run everything from behind the scenes while the warden stays oblivious to what they're doing, sometimes even going along with it when he's aware of them
