My problem is that the villains have been getting progressively less involved with the cast.

Harrison Wells (S1), Malcolm Merlyn (S1) and Slade Wilson (S2) were all great villains because the characters had an emotional connection to them. They aren't just random dudes.

Barry's relationship with (evil) Harrison Wells was nuanced and fascinating, and the man's turn to villainy was actually understandable. He was an amazing villain because of the emotional connection he had with the characters.

Oliver's struggle with Deathstroke was extremely personal, and the inner turmoil that Slade brought to Oliver was much more interesting than whatever fight the writers could whip up.

Season 2 of the Flash was really slipping with the Hunter Zolomon character, and now with Savitar I struggle to find a reason to care.

Season 1 gets MUCH better in the second half, although the Hawks and Vandal Savage still bring the show down. Season 2's been fairly sporadic in quality though, though not as bad as season 1.

I like that as a premise. Hell, I thought the NBC show with the same premise had to be made after seeing that Legends could actually keep the show on the air for a season. I like Sara, Ray, Cold and Heatwave, and Stein as well. I feel like I should love the show, it just came off as so vanilla. Not bad. Just plain and not great.
