it's intentionally intended as a moral dilemma, if Rorschach went off to tell the Governments what had actually happened then WWIII would have proceeded, but killing billions of people to create a scenario where the Governments must unite to fight a cause is also extreme and insane even though it worked.

It's not that simple, but yeah, Rorschach was right. Ozymandias's plan would only prevent war for so long (nothing ever ends), and eventually humans would find a reason to fight, especially when more aliens never actually show up. So given that his plan was flawed, he just killed all those people for nothing.
