The comic follows a cop who becomes the leader of every group he encounters.First they went to a farm, they they went to a prison, then they went to a farm for a bit but a science guy convinced everyone they should go to DC but conviniently found a walled off community to live in.
After the cop took over they encounter another walled off community who was being terrorized by a former PE teacher, after killing each other for a bit the cop decides to confront him and the thing in OPs pic happens.Cop then slices the guys neck in a few panels and its cuts to all being well as thir gated community flourishes.

Also the reason they left the prison is because the leader of another group wanted it and didnt feel like sharing so a fight ensued.Also the science dude was just pretending to have a legit reason to go to DC, the walled off group they found was pure coincidence.
