The thing started with him getting annoyed by Tony's attitude and jerkass moments, not "powers".

And the super soldier serum only made great what already existed on Steve, hell, he was chosen BECAUSE of what we has WITHOUT the super serum.

Tony's armor on the other side, can be used by anyone. The conversation is about attitude and how they decide to face situations differently. Tony is also passive aggressive because his dad always compared him with Steve, and Caps also react to it by seeing Tony as a spoiled millionaire.
