Eh, from what I've seen, Joe Odagiri isn't interested in revisiting the role at all, especially if Takatera, the director behind Kuuga, isn't involved.

There are other actors that we've heard really enjoyed their time as a Rider but can't take time away from their agency or current career to make appearances. Gaku Sano (the actor who played Kouta in Gaim) ran into that problem with the most recent crossover movie.

Time Force is fairly self contained aside from a crossover episode with Lightspeed Rescue, so that's not a bad place to start

RPM is also self contained, but its also full of a lot of self-awareness. There are some in-jokes based on cliches that are funnier if you're familiar with the show.

In Space is the culmination of the first 5 seasons of the show and is not a good place to start.

It doesn't have a continuity or anything. You can really just watch any series, all of which are only about 50 episodes. There is an anniversary series with lots of returning cast and references, Gokaiger, so I'd hold off on that. I'd recommend Go-Busters for your first if you were ever into Power Rangers. It lifts a lot of language from it that was never really used in sentai before or since like morphing and zords which is fun.
