Terry represents the end of the cycle. He can't have a Robin because that would imply that he hasn't learned from Bruce's mistakes. Unlike everyone else involved in the Bat Family, Terry is supposed to be the only one who manages to get past the pain and become a better person who doesn't run solely on vengeance.

Kidnapped by Ozymandias now there's two Tims in the same location.

Honestly when it first appeared I didn't like it. But towards the end of the issue I was growing on me, it looks good from some angles. THe last one's eyes only looked good when he was popping out the shadows.
