Never saw it but introducing and developing Batgirl was necessary. Her having sex with Bruce was also an understandable move since it is one of the few ways to quickly get the mancchildren watching the movie to quickly understand her value to the other characters.

It didn't make sense in the narrative. Batgirl is essentially a catalyst in the story, whether people like it or not. Giving her massive focus in the beginning makes no sense when she's barely in it later.
