Even that is vague. I know people in their early twenties with braces, who got them a little late on. Plus, teen can mean anything from a statutory charge to out drinking depending where you are. Here in Britainistan someone is legal at sixteen and drinking at eighteen.
It's an odd cultural dissonance when I see American shows getting freaked out about a guy in their early twenties 'perving' after a seventeen or even eighteen year old. Every other week you see freshly legal eighteen year olds on nights out carrying around blow up dolls that have likely seen less action than they have.
