That's more of Johann trying to take over Cap's body because Cap is the perfect Super-Soldier and he's pretty much the perfect Aryan man. It's more about power than anything, Red Skull put Xavier's brain in his head and that doesn't mean he wants to fugg Xavier.

Having Cap on your side is an important asset and again it's less about Steve and more of Johann having him on his side especially since Steve is a giant pain in his ass. Also Red Skull has no problem killing Cap and most of his plans are not centered on Captain America.

And if he is gay for Cap it's nowhere near the levels Helmut Zemo is.

Now Helmut Zemo personally antagonizes Cap, at first it was because Steve killed his father but later it just becomes an obsession for Helmut to mess with and humiliate Steve and get his attention. He tortures and captures Steve but he never outright kills him because he likes fucking with Steve and to have Steve's attention on him.

It took Steve and the Avengers dying in Heroes Reborn to get Zemo to do something else that wasn't antagonizing Steve and even when Steve comes back Zemo still turns some of his attention towards him.

The other thing is that Red Skull doesn't give a shit about what Cap thinks of him or if Rogers is Captain America but Zemo does. Helmut threw a hissy fit because Steve gave the Cap title to Bucky because Bucky had been the Winter Soldier and had done horrible things as WS and Zemo thought he hadn't earned the title of Captain America so he went and messed around with Bucky and made sure Bucky knew Helmut wasn't pleased about it (then Spencer reveals that Zemo was also angry because Steve never gave him a chance to redeem himself like he did with Bucky which is BS because Steve gave him a lot of opportunities).

He also at some point captures Ian and makes a video of himself killing Ian Rogers just to send the video to Steve and get his attention.

Then in Standoff he doesn't start attacking Pleasent Hill because he was waiting for Steve to arrive.
