DC bought the Charlton characters thinking they own them lock stock and barrel but they don't. Several of the Action Heroes comics Charlton published never got copyrighted. Meaning they are public domain

The Question's real name was revealed to be Charles Victor Szasz in The Question Annual #2 in 1989.

The Batman villain Victor Zsasz wouldn't appear until 1992.

I'm guessing it's just a weird coincidence, since their names are similar but not the same.
